વાતોના વડાં નહિં પણ નક્કર કામગીરી

આપણા ગુજરાતમાં આવેલા જેટલા પ્રાકૃતિક સ્થળો છે, તેના રખ-રખાવ માટે પ્રકૃતિપ્રેમીઓએ આગળ આવવું જોઈએ. આ સ્થળોને વધુ સુંદર કેવી રીતે બનાવી શકાય તેવા પ્રયાસો કરવા માટેના આયોજન ગોઠવી શકાય, તેમજ આ સ્થળોએ વધુ ને વધુ પ્રવાસીઓ એટલે કે પ્રકૃતિપ્રેમીઓ મુલાકાત લે, તે માટે તેના પ્રચાર-પ્રસારનું વ્યવસ્થિત આયોજન ગોઠવી પ્રકૃતિપ્રેમીઓની એક ટીમ બનાવી નક્કર આયોજન ગોઠવી શકાય. દાખલા તરીકે હિંમતનગર પાસેનો પોળો ફોરેસ્ટમાં હજારો મુલાકાતીઓ પ્રવાસીઓ તેમજ પ્રકૃતિપ્રેમીઓ આવતા-જતા હોય છે. પરંતુ મેં જોયું છે કે ત્યાંનાં ફોરેસ્ટ ખાતા વાળા માત્ર ઓફિસમાં બેસી રહેવાની કામગીરી બજાવતા હોય છે. તેથી વધુ કોઇ કામગીરી તેઓની મેં જોઈ નથી. તો આવી જગ્યાને પ્રકૃતિ પ્રેમીઓની સંસ્થાઓ દ્વારા દત્તક લેવામાં આવે, એટલે કે સરકારને સંસ્થા દ્વારા પ્રપોઝલ આપીને જે તે સ્થળને રખ-રખાવ માટેની તેમજ તેની સુંદરતા બરકરાર રાખવા માટે એક કરાર કરી શકાય. જેના દ્વારા તે સ્થળ તેની નૈસર્ગિક અવસ્થા જાળવી રખાય. દાખલા તરીકે એ પોળો ફોરેસ્ટનો વિસ્તાર જો પ્રકૃતિ પ્રેમીઓના હસ્તક આવ્યો તો એ વિસ્તારને પ્લાસ્ટિક ફ્રી ઝોન બનાવી, ત્યાંના નાના દુકાનદારો, ઠેલાવાળા, લારીવાળા તમામને પ્લાસ્ટિકના ઉપયોગ સિવાયની જ ચીજ વસ્તુ વેચવા માટે મનાવવામાં આવે અને તેનું કડકાઇથી પાલન કરવામાં આવે તે માટેની જે તે સંસ્થાના સ્વયંસેવકો સતત નિગરાની રાખે, તેમજ બસો-પાંચસો મીટરે ડસ્ટબીન મૂકીને મુલાકાતીઓને કચરો ચોક્કસ જગ્યાએ ફેંકવા માટે પ્રેરીત કરી શકાય. અજાણ્યા મુલાકાતીઓને જે તે સ્થળના પરિચય માટે ભોમીયાની વ્યવસ્થા આપી શકાય અને આ તમામ સુવિધાઓ માટે સરકારની મંજુરી મેળવી દરેક મુલાકાતીઓ પાસેથી પ્રવેશ ફી ઉઘરાવી તેમજ વાહનોના પાર્કિંગ માટે પણ શૂલ્ક ઉઘરાવી મેળવેલા નાણાંનો સદુપયોગ જે તે સ્થળને વધુ નિખારવા માટે ઉપયોગ કરી શકાય. જે તે વિસ્તારની ગંદકી અને વાનર પ્રકૃતિના મુલાકાતીઓ પ્રત્યે જે બળાપો પ્રકૃતિપ્રેમીઓ દ્વારા કાઢવામાં આવે છે, તે આવા પ્રયાસો દ્વારા દૂર થાય અને કોઇ નક્કર પ્રવૃત્તિ દેખાય. આવા તમામ પ્રયાસો, ઉપાયો માટે આવી સંસ્થાઓ અને સેવાભાવી સંસ્થાઓ દ્વારા સરકારને પ્રપોઝલ રૂપે રજૂઆત  કરવામાં આવે તો સરકાર ચોક્કસ આ બાબતમાં પોઝીટીવ રીસ્પોન્સ આપી શકે એમ છે. બીજું ઉદાહરણ કે જામનગર પાસેના પીરોટન ટાપુને વિકસાવવા માટે જે ટેન્ડર બહાર પડવાના છે, તે પણ માત્ર આવા પ્રકૃતિપ્રેમી સંસ્થાઓને ફાળવવામાં આવે અને એવા લોકોને પ્રથમ પ્રાયોરિટી આપવામાં આવે. ટેન્ડર પાસ કરાવવું અઘરું નથી, અને એકવાર ટેન્ડર પાસ થાય તો નાણાંનો સ્રોત મેળવવો પણ અઘરો નથી. એટલે પૈસા નથી એટલે આપણે આવા બધા ટેન્ડરોમાં ભાગ ના લઈ શકીએ એવો અભિગમ કેળવવાને બદલે યા "હોમ કરીને પડો ફતેહ છે આગે" એ સૂત્રને ધ્યાનમાં રાખીને પ્રયાસ કરવામાં આવે તો પ્રકૃતિનો આદર કરનારા લોકો જો તેને વિકસાવવા માટે પ્રયાસ કરે તો ચોક્કસ આપણી ઘણી બધી ફરિયાદો દૂર થઈ શકે એમ છે. જે પ્રવાસીઓ આવે તેમને આપણે ચોક્કસ માર્ગદર્શન આપીને તે ટાપુને કેવી રીતે માણવો, કેવી રીતે તેને જાણવો અને કેવી રીતે ફરવું તથા પ્લાસ્ટિક ફ્રી ઝોન બનાવીને તેને નૈસર્ગિક વાતાવરણ બરકરાર રાખવામાં પણ આપણે ચોક્કસ મદદરૂપ થઈ શકીએ. આ સિવાય ગુજરાતમાં ઘણા એવા અજાણ્યા પ્રાકૃતિક સ્થળો છે, તે અંગે પણ સંશોધન કરીને તેને આ રીતના મોડેલને ધ્યાનમાં રાખીને વિકસાવી શકાય. એથી જે તે સ્થળનું સરકારને પ્રપોઝલ આપી, તેનો કબજો મેળવી પ્રવાસીઓને આકર્ષવામાં પ્રયાસો કરવામાં આવે તો પ્રકૃતિપ્રેમીઓ જે તે મુલાકાતીઓ પાસેથી પ્રવેશકર મેળવી તે નાણાનો એ સ્થળનો વિકાસ કરવામાં મદદરૂપ થઈ શકે એમ છે. એટલે માત્ર વાતોના વડાં નહીં, પરંતુ નક્કર કામગીરી માટેનો મારો આ એક વિચાર છે. આ સિવાય આપના તરફથી કોઈ સુઝાવ કે જાણમાં હોય એવા ગુજરાતના કેટલાં સ્થળો છે? કે જ્યાં આ પ્રકારના વિકાસની આવશ્યકતા છે. તેની જાણકારી કોમેન્ટમાં આપવા માટેની વિનંતી છે. માત્ર વાનર પ્રકૃતિના પ્રવાસીઓને બાદ કરીને માત્ર પ્રકૃતિને આદર કરનારા લોકોને જે તે સ્થળે મુલાકાત ગોઠવી શકાય, એક ગેટ-ટુ-ગેધર થાય એવા પણ પ્રયાસો કરવા જોઈએ. તો આજે મારી તમને સૌને વિનંતી છે કે આવા સ્થળો વિશે કોમેન્ટમાં લખો, બીજું કે આ તમામ પ્રયાસો માટે મારો કોઈ સહયોગ કે સહકારની અપેક્ષા હોય તો ચોક્કસ મને જણાવજો મને આનંદ થશે. મેં  25 વર્ષ પત્રકારત્વ ક્ષેત્રે કામ કર્યું છે. ગુજરાત સમાચાર, સંદેશ, જનસત્તા, દિવ્ય ભાસ્કર જેવા ગુજરાતના અગ્રણી દૈનિકો તેમજ  સેટેલાઈટ ચેનલોમાં ઈ-ટીવી, દુરદર્શન તથા જીટીપીએલમાં પણ રિપોર્ટર તરીકે કામ કરેલું છે. એટલે સરકાર સાથે કેવી રીતે ડીલ કરવું તે બાબતમાં થોડું ઘણું જાણું છું. આ સિવાય પણ આ બાબતે એક કમિટી બનાવવી હોય તો આપણે એના અંગે કોઈ મીટીંગ ગોઠવવી હોય તો પણ મને જણાવજો. આપણે ભેગા થઇએ, આ બાબતે આગળ શું કરી શકાય છે, તે બાબતમાં મને જણાવશો તો ઘણો આનંદ થશે. સરકાર ઘણા બધા ક્ષેત્રોમાં PPP મોડેલ દ્વારા કામ કરી રહી છે. જેમાં સરકાર દ્વારા જાહેર જનતાનો સહયોગ મેળવીને વિકાસ કામો કરવામાં આવે છે. પરંતુ મને ખબર છે કે આવા પ્રકૃતિલક્ષી ઘણા બધા સ્થળો અંગે દુર્લક્ષ સેવવામાં આવી રહયું છે.  તેને આપણે નિખારવાનો આપણી પાસે ઘણો મોટો વ્યાપ છે. ઘણી બધી સંભાવનાઓ છે. પ્રકૃતિને જાળવવાની કામ કરવાની જરૂરિયાત આવા પ્રયાસો દ્વારા પૂર્ણ થશે. એનો માત્ર એક જ દાખલો આપું કે આપણા કેશોદના રેવતુભા રાયજાદા અને ગોવિંદભાઈ વેકરીયા સાહેબ જે વન વિભાગનો સહયોગ મેળવીને જામવાળા અને સાસણગીરમાં જે નેચર કેમ્પનું આયોજન કરે છે. ત્યાં અત્યાર સુધી હજારો મુલાકાતીઓ આવ્યા અને ગયા, છતાં રેવતુભાના કડક અનુશાસનને પગલે આજ સુધી ત્યાં કોઈએ ગંદકી ફેલાવવાની કે પ્રકૃતિને નુકસાન કર્યાના દાખલા જાણવા નહિં મળે. જયાં હજારોના ટોળા આવીને ગયા. લોકોને પ્રકૃતિ જાણવાનો મોકો મળે, તેવા ગુજરાતમાં એવા ઘણા બધા એવા સ્થળો છે કે, જેને આગળ લાવવા પ્રયાસો હાથ ધરી શકાય. આજે મારે તમારી સૌની આગળ ટહેલ નાખવી છે કે આવા હજુ કેટલાય અબોટ રહેલા સ્થળો છે. જેની આપણી પાસે જાણકારી હોય, સ્થાનિક લોકો પાસે હોય તો એ પણ મને જણાવવા વિનંતી છે... સોહંગ બ્રહ્મભટ્ટ કરમસદ. 

Nature lovers should come forward for the maintenance of all the natural places in Gujarat.  Planning can be done to make efforts to make these places more beautiful, as well as more and more tourists be adopted by nature lovers' organizations, i.e. by giving a proposal to the government by the organization that an agreement can be made for the maintenance of the place as well as to preserve its beauty.  Through which the place retains its natural state.  For example, if the area of ​​the Polo Forest falls into the hands of nature lovers, the area will be made a plastic free zone, with small shopkeepers, carts, lorries all persuaded to sell non-plastic items and strictly adhered to by the organization's volunteers.  Surveillance, as well as placing dustbins at two-five hundred meters, can motivate visitors to throw rubbish at certain places.  "Bhomiya" Guide be arranged for the introduction of the place to the uninvited visitors and for all these facilities the government can get the approval and collect the entrance fee from each visitor as well as the parking fee for the vehicles which can be used for further beautification of the place.  The filth of the area and the insults that nature lovers inflict on visitors to monkey nature are removed by such efforts and no tangible activity appears.  If all such efforts, remedies are submitted to the government in the form of proposals by such organizations and service-oriented organizations, the government can surely give a positive response in this regard.  Another example is that the tenders to be issued for the development of Pirotan Island near Jamnagar should be allotted only to such nature-loving organizations and such people should be given first priority.  It is not difficult to get a tender passed, and once the tender is passed, it is not difficult to get a source of money.  So instead of cultivating the attitude that we can't participate in all such tenders because we don't have money, or if we try to keep in mind the motto "Fall home, victory is ahead", if people who respect nature try to develop it, surely many of our complaints  It can happen.  By giving specific guidance to the tourists on how to enjoy the island, how to get to know it and how to roam, we can also help in maintaining the natural environment by creating a plastic free zone.  Apart from this, there are many unfamiliar natural places in Gujarat, which can also be researched and developed keeping this model in mind.  Therefore, if efforts are made to attract tourists by taking possession of the place which has been proposed to the government, then the money that nature lovers get from those visitors can help in the development of the place.  So it's not just a matter of words, but an idea for concrete action.
